Compared with the previous referendum on the EC in 1972, we find that the increase in mobilization was particularly strong in the no‐dominated periphery, but the shift in mobilization patterns was not decisive for the outcome of the In referenda held in 1972 and 1994, Norway rejected joining the EU.
